Background: The expanded Crozet Park Aquatics and Fitness Center (CPAFC) has been in the planning stages for several years and based on five different surveys conducted between 2014 — 2019 along with the Crozet Master Plan. Surveys include community-wide surveys in 2014 and 2016, a CPAFC member survey conducted in 2015, and needs assessments conducted by Albemarle County Parks and Recreation (ACPR) in 2004 and 2019. The 2004 ACPR needs assessment was particularly insightful since it identified Crozet Park as a suitable site to build an expanded 30,000 SF — 50,000 SF $8.5 million indoor recreational facility to serve the needs of Western Albemarle County.
Input has also been provided by health and recreational industry experts with extensive experience building recreational facilities. All of this data has influenced the design of a future CPAFC expansion.
Design: The CPAFC expansion will be 46,800 SF and comprised of a two-story recreational/community center (34,200 SF) and a permanently enclosed 8-lane, 25-yard pool (12,600 SF). The CPAFC expansion will replace the current 4,750 decades-old fitness facility. The current outdoor 8-lane, 25-meter pool will remain as a seasonal pool open from April 1st - November 30th (heated as needed). Please see floor plans and renderings.
Team: The architect for the expanded CPAFC is Charlottesville-based Design Develop LLC (DD). To date, DD has provided conceptual and schematic designs along with multiple renderings and 3D modeling. Following a design/build process, the Park Board has engaged architectural and construction expertise in the design process to include architecture firm Design Develop LLC, contractor Lee Construction Group, and civil engineering firm Collins Engineering. This intensely collaborative partnership has yielded exceptional results.
Funding and Operations: The CPAFC expansion including remaining planning and site work will total $14.5M. Funding will come from multiple sources including donors, grants, and sponsors. The Park’s $4M request from Albemarle County for FY24 funding was not approved. The Park Board has reapplied as part of the FY25 County budget cycle.

February 2024 — FY25 funding request to County not included in the FY25 recommended budget.
October 30th 2023 — $3,087,462 funding request made to County through the “Non-profit Community Partner Capital Requests (FY25).
Funding if approved would be allocated across FY25 — FY26.April 7th 2023 — From the Albemarle County Community Development Department — The Agent for the Board of Supervisors has granted conditional administrative approval of the CPAFC site plan. A second plan will be submitted late summer once all changes are integrated.
February 2023 — FY24 funding request to County not included in the FY24 recommended budget.
February 6th 2023 — CPAFC initial site plan submitted to the County for review.
December 9th 2022 — $4M funding request made to County through the “Non-profit Community Partner Capital Requests (FY24).
Funding if approved would be allocated across FY24 — FY26.June 17th 2022: After a multi-month proposals review, ACAC was selected as the future CPAFC operator.
February 7th — 18th 2022: An RFP to identify a operations partner for the expanded CPAFC is issued.
November 3rd, 2021: The Crozet Park Board will present the latest site plans to the Board of Supervisors. Meeting materials will be posted in late October from the BOS website. The Board of Supervisors unanimously approved the Park’s special use permit.
September 28th, 2021: The Crozet Park Board will presented the latest site plans to the County Planning Commissioners. Planning materials including the site plan, project narrative, and County staff summary can be found at the Planning Commission website. The planning commissioners have recommended the CPAFC expansion project for approval.
July 23rd, 2021: The Crozet Park Board received a staff review summary with requested changes and is actively integrating those changes in preparation for presenting to County planning commissioners on September 28th.
May 17th, 2021: The Crozet Park Board re-submitted CPAFC site plans to County planners with changes based on March meeting.
March 23rd, 2021: CPAFC site plans were presented to the Albemarle County Planning Commission for real-time discussion and public comment. To allow time to integrate additional concerns heard in the meeting, the Albemarle County planning commissioners voted to defer SUP 2020-00016. Meeting agenda and minutes can be found here. November 16th, 2020: addressed County comments dated October 5th and re-submitted site plans for planning commissioner meeting in March.
October 20th, 2020: CPAFC site plans re-submitted to Albemarle County for review and public comment. Planning materials including the site plan, and project narrative can be found at the Planning Commission website.
October 14th, 2020: CPAFC site plans presented to the Crozet Community Advisory Committee (CCAC).
August 17th, 2020: CPAFC initial Special Use Permit (SUP) SP2020-00016 and project narrative submitted to County planners for review.
September 12th, 2019: CPAFC project and funding strategy presented to the Crozet Community Advisory Council (CCAC) and Crozet Community Association (CCA).
August 19th, 2019: CPAFC project presented to Albemarle County Board of Supervisors along with funding request.
